Dear Mr. President:

The Organization of Politically Persecuted Venezuelans in Exile (VEPPEX), representing thousands of political exiles and dissident military personnel who are victims of the Maduro regime’s repression, writes to you with deep respect and recognition of your decisive leadership in the capture of Nicolás Maduro and the dismantling of the narco-terrorist regime. Your actions have opened a historic window for freedom in Venezuela.
In this critical moment of transition, we respectfully urge your direct and immediate intervention on three essential humanitarian and democratic priorities:

  1. Immediate Granting of Deferred Enforced Departure (DED) for Venezuelan Nationals in the United States.
    We request a Presidential Memorandum granting DED for an initial period of 18–24 months to all Venezuelans present in the country (with a cutoff date such as October 6, 2025, or a recent equivalent), protecting them from mass deportations. This measure is vital to prevent forced returns to an unstable country where persecution, torture, and threats against dissidents persist. Precedents like the DED granted in 2021 demonstrate its feasibility and alignment with America’s humanitarian tradition toward victims of oppressive regimes.
  2. Immediate, Full, and Unconditional Release of All Political Prisoners in Venezuela. Despite partial releases and the amnesty law, hundreds of political prisoners—particularly institutional military officers—remain incarcerated. We urge your administration to exert maximum diplomatic and public pressure to demand their complete and unconditional freedom, without exceptions. This action would consolidate the gains of your maximum pressure policy and send a clear message that justice prevails over lingering repressive elements.
  3. Decisive Pressure to Include Only Independent Figures in the Transitional Government, with No Ties to the Bolivarian Revolution. To ensure a genuine break from the past and prevent the perpetuation of Chavista structures (such as appointing regime-linked operators to key institutions), we request that the United States condition all diplomatic recognition, support, or assistance on the exclusive inclusion of independent leaders with no connections to Chavismo/Madurismo or the Bolivarian revolution. This includes vetoing individuals linked to human rights violations, corruption, or the former regime from transition roles, thereby promoting authentic democratic reconstruction.

Mr. President, these three actions—urgent migratory protection, total release of prisoners, and exclusion of revolutionary remnants from the transition—are interdependent and crucial to saving lives, honoring the persecuted, and ensuring the regime’s fall leads to real democracy rather than disguised continuity.

We remain at your disposal to provide updated lists of political prisoners, evidence of persecution, and details on suitable independent figures for the transition.

Asunto: Petición urgente y focalizada: Otorgamiento de Deferred Enforced Departure (DED) para venezolanos, liberación inmediata de todos los presos políticos y presión para un gobierno de transición con figuras independientes sin vínculos con la revolución bolivariana.

Estimado Señor Presidente:

La Organización Venezolanos Perseguidos Políticos en el Exilio (VEPPEX), que representa a miles de exiliados políticos y militares disidentes víctimas de la represión del régimen madurista, le escribe con profundo respeto y reconocimiento por su liderazgo decisivo en la captura de Nicolás Maduro y el inicio del desmantelamiento del régimen narcoterrorista. Su acción ha abierto una ventana histórica para la libertad en Venezuela.
En este momento crítico de transición, solicitamos su intervención directa y urgente en tres prioridades humanitarias y democráticas esenciales:

  1. Otorgamiento inmediato de Deferred Enforced Departure (DED) para nacionales venezolanos en Estados Unidos. Pedimos un Memorando Presidencial que conceda DED por al menos 18–24 meses a todos los venezolanos presentes en el país (con corte en una fecha reciente, como octubre 2025 o marzo 2026), protegiéndolos de deportaciones masivas. Esta medida es vital para evitar retornos forzosos a un país aún inestable, donde persiste persecución, riesgo de tortura y amenazas a disidentes (como documenta la Convención contra la Tortura). Precedentes como el DED otorgado en 2021 demuestran su viabilidad y alineación con la tradición humanitaria de EE.UU. hacia víctimas de dictaduras.
  2. Liberación inmediata, plena e incondicional de todos los presos políticos en Venezuela. A pesar de avances como la ley de amnistía y liberaciones parciales, cientos de presos políticos —especialmente militares institucionales— permanecen encarcelados. Urgimos a su administración a ejercer presión diplomática y pública máxima para exigir su libertad sin condiciones ni excepciones. Esta acción consolidaría los logros de su política de máxima presión y enviaría un mensaje claro de que la justicia prevalece sobre remanentes represivos.
  3. Presión decidida para incluir figuras independientes en el gobierno de transición, sin vínculos con la revolución bolivariana. Para garantizar una verdadera ruptura con el pasado y evitar la perpetuación de estructuras chavistas (como designaciones de operadores del régimen en instituciones clave), solicitamos que EE.UU. condicione todo apoyo diplomático, reconocimiento o asistencia a la inclusión exclusiva de líderes independientes, sin nexos con el chavismo/madurismo ni la revolución. Esto incluye vetar a figuras vinculadas a violaciones de DD.HH., corrupción o el antiguo régimen en roles de transición, promoviendo así una reconstrucción democrática genuina.

Señor Presidente, estas tres acciones —protección migratoria urgente, liberación total de presos y exclusión de remanentes revolucionarios en la transición— son interdependientes y esenciales para salvar vidas, honrar a los perseguidos y asegurar que la caída del régimen derive en democracia real, no en continuidad disfrazada.
