La Organización de Venezolanos Perseguidos Políticos en el Exilio (VEPPEX) solicita respetuosamente que el Departamento de Justicia de los Estados Unidos investigue a los siguientes oficiales de la Guardia Nacional Bolivariana de Venezuela por su presunta participación en actividades relacionadas con el Cártel de los Soles, una organización narcotraficante señalada como terrorista, así como por violaciones a los derechos humanos y corrupción. Asimismo, solicitamos que sean incluidos en el Programa de Recompensas por Narcoterrorismo para facilitar su captura y enjuiciamiento. Los oficiales son:
- General en Jefe Néstor Reverol Torres – Ex-Ministro del Interior y Justicia.
- Mayor General Fabio Zavarce Pabón – Ex-Comandante de la Guardia Nacional Bolivariana.
- Mayor General Richard López Vargas – Ex-Comandante General de la Guardia Nacional Bolivariana, ex-Superintendente Nacional Antidrogas (SUNAD).
- Mayor General Danny Ferrer Sandrea – Actual Superintendente Nacional Antidrogas (SUNAD).
- Mayor General Elio Estrada Paredes – Actual Comandante General de la Guardia Nacional Bolivariana.
- Mayor General Juan Sulbarán Quintero – Actual Jefe de la Región Estratégica de Defensa Integral Oriente.
- Mayor General Félix Arnos Rodríguez – Actual Director Nacional Antidrogas de la Guardia Nacional Bolivariana.
- General de División Francisco Belisario Landis – Ex-Comandante General de la Guardia Nacional Bolivariana..
Estos oficiales han ocupado o actualmente ocupan cargos clave en la Guardia Nacional Bolivariana y otras instituciones vinculadas al Cártel de los Soles, implicadas en actividades de narcotráfico, represión y violaciones a los derechos humanos. Instamos a que se investiguen sus acciones y se consideren sanciones, incluyendo su inclusión en el Programa de Recompensas, para garantizar justicia y desmantelar las redes criminales que operan desde Venezuela.

Subject: Request for Investigation and Inclusion in the Rewards Program of Bolivarian National Guard Officers
Dear Attorney General Bondi and Secretary Rubio,
The Organization of Politically Persecuted Venezuelans in Exile (VEPPEX) respectfully requests that the U.S. Department of Justice investigate the following officers of the Bolivarian National Guard of Venezuela for their alleged involvement in activities related to the Cartel of the Suns, a narcotrafficking organization designated as a terrorist entity, as well as for human rights violations and corruption. We further request that these individuals be included in the Narcotics Rewards Program to facilitate their capture and prosecution. The officers are:
- General-in-Chief Néstor Reverol Torres – Former Minister of Interior and Justice.
- Major General Fabio Zavarce Pabón – Former Commander of the Bolivarian National Guard.
- Major General Richard López Vargas – Former Commander General of the Bolivarian National Guard, former Superintendent of the National Anti-Drug Office (SUNAD).
- Major General Danny Ferrer Sandrea – Current Superintendent of the National Anti-Drug Office (SUNAD).
- Major General Elio Estrada Paredes – Current Commander General of the Bolivarian National Guard.
- Major General Juan Sulbarán Quintero – Current Head of the Eastern Strategic Defense Region.
- Major General Félix Arnos Rodríguez – Current National Anti-Drug Director of the Bolivarian National Guard.
- Divisional General Francisco Belisario Landis – Former Commander General of the Bolivarian National Guard.
These officers have held or currently hold key positions in the Bolivarian National Guard and other institutions linked to the Cartel of the Suns, implicated in narcotrafficking, repression, and human rights violations. We urge that their actions be investigated and that sanctions be considered, including their inclusion in the Narcotics Rewards Program, to ensure justice and dismantle the criminal networks operating from Venezuela.
