Subject: Delcy Rodríguez and Diosdado Cabello Must Not Touch a Single Dollar of Venezuela’s Reconstruction
President Donald J. Trump,
As Venezuela faces a tragedy, Diosdado Cabello and his forces are blocking rescue workers and preventing the entry of humanitarian aid, prioritizing political control over the lives of the Venezuelan people. This is an inhumane and unacceptable act.
To help the country restructure itself after this tragedy, it is estimated that an initial budget of at least 15 billion dollars will be needed — resources that will surely receive support from the international community and the United States.
However, we ask that figures such as Delcy Rodríguez or Diosdado Cabello — sanctioned for corruption, repression, and drug trafficking — have no role in the administration of these funds or in any supposed restructuring process.
It would be a grave mistake to allow the same criminals who destroyed Venezuela and are currently blocking aid to now manage American or international money. That would not be reconstruction — it would be financing corruption.
We respectfully request the following clear and non-negotiable conditions:
- The immediate removal of Delcy Rodríguez, Diosdado Cabello, and the high command of the regime.
- An absolute prohibition on any sanctioned person administering, supervising, or touching a single dollar of the aid or reconstruction funds.
- No lifting of sanctions or delivery of funds while these criminals remain in power.
- Full international auditing and transparency for every dollar.
Mr. President, do not allow the regime to use this tragedy to whitewash itself and steal the reconstruction of the country. The Venezuelan people want real change — without Delcy, without Diosdado, and without the same executioners as always.
