Subject: Request for Investigation and Inclusion in the Rewards Program of Bolivarian National Guard Officers
Dear Attorney General Bondi and Secretary Rubio,
The Organization of Politically Persecuted Venezuelans in Exile (VEPPEX) respectfully requests that the U.S. Department of Justice investigate the following officers of the Bolivarian National Guard of Venezuela for their alleged involvement in activities related to the Cartel of the Suns, a narcotrafficking organization designated as a terrorist entity, as well as for human rights violations and corruption. We further request that these individuals be included in the Narcotics Rewards Program to facilitate their capture and prosecution. The officers are:
- General-in-Chief Néstor Reverol Torres – Former Minister of Interior and Justice.
- Major General Fabio Zavarce Pabón – Former Commander of the Bolivarian National Guard.
- Major General Richard López Vargas – Former Commander General of the Bolivarian National Guard, former Superintendent of the National Anti-Drug Office (SUNAD).
- Major General Danny Ferrer Sandrea – Current Superintendent of the National Anti-Drug Office (SUNAD).
- Major General Elio Estrada Paredes – Current Commander General of the Bolivarian National Guard.
- Major General Juan Sulbarán Quintero – Current Head of the Eastern Strategic Defense Region.
- Major General Félix Arnos Rodríguez – Current National Anti-Drug Director of the Bolivarian National Guard.
- Divisional General Francisco Belisario Landis – Former Commander General of the Bolivarian National Guard.
These officers have held or currently hold key positions in the Bolivarian National Guard and other institutions linked to the Cartel of the Suns, implicated in narcotrafficking, repression, and human rights violations. We urge that their actions be investigated and that sanctions be considered, including their inclusion in the Narcotics Rewards Program, to ensure justice and dismantle the criminal networks operating from Venezuela.
