Urgent Request for Deferred Enforced Departure (DED) for Venezuelan Nationals
Dear Mr. President:
The organizations Venezuelans Politically Persecuted in Exile (VEPPEX) and the Multicultural Association of Activists Voice and Expression (AMAVEX, INC.), both committed to defending human rights and promoting the integration of exiled Venezuelans, respectfully request that you issue a Presidential Memorandum granting Deferred Enforced Departure (DED) to Venezuelan nationals present in the United States as of October 6, 2025.
The humanitarian crisis in Venezuela remains severe. Political repression, food and medicine shortages, hyperinflation, and the collapse of basic services have forced more than seven million people to flee their homeland. In the United States, hundreds of thousands of Venezuelans—many residing in key states such as Florida—actively contribute to the economy in sectors such as healthcare, construction, and services, with employment rates exceeding 70 %.
The recent termination of Temporary Protected Status (TPS) has left this population vulnerable to deportation to a country where they face persecution, repression, and life-threatening conditions.
A renewed DED, as granted by your Administration in January 2021, would temporarily protect these Venezuelans from removal and allow them to continue working legally for 18 months, renewable at your discretion.
This humanitarian action would:
- Save lives, by preventing forced returns to dangerous and unstable conditions.
- Support the U.S. economy, maintaining the contributions of a skilled and reliable workforce.
- Strengthen U.S. foreign policy, maintaining diplomatic pressure on Nicolás Maduro’s regime without compromising your administration’s immigration priorities.
We recognize your commitment to national security and the rule of law. The DED represents a temporary, lawful, and compassionate solution that aligns with both your Administration’s precedents and America’s longstanding humanitarian values.
We deeply appreciate your attention to this urgent request and stand ready to provide further data or coordinate directly with your staff. We trust in your leadership to protect this vulnerable community that has become a vital part of the American fabric.
