Estimado Señor Presidente:
La Organización de Venezolanos Perseguidos Políticos en el Exilio (VEPPEX) saluda con profundo respeto su decisión de respaldar la designación del Cartel de los Soles —encabezado por Nicolás Maduro y altos funcionarios del régimen ilegítimo venezolano— como Organización Terrorista Extranjera (FTO) por parte del Departamento de Estado, efectiva desde el 24 de noviembre de 2025, así como su reciente declaración designando al régimen de Maduro como organización terrorista extranjera.
Esta medida frontal reconoce la naturaleza narco-terrorista del régimen, responsable de narcotráfico, violaciones masivas a los derechos humanos y desestabilización regional.
En consecuencia, un retorno forzoso a Venezuela expondría a miles de venezolanos a persecución, tortura o muerte a manos de esta organización terrorista. Por ello, solicitamos respetuosamente que se instruya al Servicio de Inmigración y Control de Aduanas (ICE) a suspender las detenciones y procedimientos de deportación contra venezolanos con solicitudes de asilo pendientes o protecciones internacionales en trámite o concedidas , hasta que ocurra un cambio de régimen que garantice condiciones seguras de retorno.
Esta acción humanitaria sería coherente con los valores de protección internacional que Estados Unidos ha defendido históricamente.
Agradecemos su atención a esta petición y reiteramos nuestra gratitud por su firme postura en defensa de la libertad y la democracia en Venezuela.

Dear Mr. President:
The Organization of Persecuted Venezuelan Political Exiles (VEPPEX) respectfully welcomes, with profound respect, your decision to support the designation of the Cartel de los Soles—headed by Nicolás Maduro and senior officials of the illegitimate Venezuelan regime—as a Foreign Terrorist Organization (FTO) by the Department of State, effective November 24, 2025, as well as your recent declaration designating the Maduro regime as a foreign terrorist organization.
This bold measure acknowledges the narco-terrorist nature of the regime, which is responsible for drug trafficking, massive human rights violations, and regional destabilization.
Consequently, any forced return to Venezuela would expose thousands of Venezuelans to persecution, torture, or death at the hands of this terrorist organization. Therefore, we respectfully request that you instruct the U.S. Immigration and Customs Enforcement (ICE) to suspend detentions and deportation proceedings against Venezuelans with pending asylum applications, international protections in process, or already granted, until a regime change occurs that guarantees safe conditions for return.
This humanitarian action would be consistent with the principles of international protection that the United States has historically upheld.
We appreciate your attention to this request and reiterate our gratitude for your firm stance in defense of freedom and democracy in Venezuela.
